Sažetak
Strengthening the local initiative and accelerated establishing of the local leadership capacity are conditions for creating the network of the experts for more consequent application of subsidiary principle. Creating the "bottom up" development strategy imposes responsibilities to every individual for participating in that process. Establishing the non-profitable association "Agro-tourist Society of the Valpovo Area" is an exemplary network of local importance. The core of the society is a team of experts that connects participants from different social group to the mutual vision of development of the new tourst micro-destination in the Valpovo area. The aim of crating that society is to accelerate market defining of the tourist potential in the area of Valpovo, along with reinforced encouraging of the local entrepreneurs and individuals interested in multifunctional rural development. The state should encourage the process of establishing professional interest networks of local importance. It is highly recommended that they are joined into a system which will create a living base of the rural community at the regional level.
