Sažetak
The paper studies the notion of external costs in transport, and their classification into costs of injuries due to transport accidents, costs of transport caused environmental pollution and costs of congestion. The shares of different transport modes in generation of external costs are analysed and consequently the models of internalisation as well as impact on the transport planning policy, particularly the investment policy related to capital investment into transport infrastructure, are studied. Analysis includes also the existing EU references and the "best practice" examples from the European Union countries in solving the problems of internalising external costs and charging for the transport infrastructure. Finally, the status of the Croatian transport sector is studied and the strategic guidelines of further development, especially the option of implementing the determination methodology and furthermore the reduction of external transport costs.
