Sažetak
The three-dimensionality of the marine system enables a simultaneous operation of different activities in different sea layers: the seabed, the water column and at the surface. Ecosystems and marine resources are exposed to considerable pressures in marine waters which lead to their disruption. Marine spatial planning (MSP) as a process of analysing and allocating spatial and temporal distributions of human activities in marine areas to achieve ecological, economic and social balance is a new approach to the overall planning of the use of the sea and coastal areas. The impact on the environment and economic and sport and recreational activities is minimized and the development of the marine area is enabled through the established physical planning conditions. The Authors analyse legal requirements and the intellectual capacity of the public administration in Croatia for the implementation of the MSP. Based on acquired knowledge and practical experiences of EU members (Belgium and Norway), the importance of the MSP in the development plans of the country is being highlighted. The purpose of this paper is to determine economic, ecological and social benefits that the implementation of MSP would bring through an integral management of coastal and marine area. The aim of this paper is to determine a real need for marine area that would be based on the research carried out, and using the ecosystem approach to establish possible ways for implementing MSP into the management of the coastal and marine area.
