Sažetak
In order to support growth and development of the general economic development economy needs educated workers. Higher education should, therefore, be available to all who meet the criteria for enrollment, regardless of all other conditions. The availability of higher education in a country is one of main criteria for quality evaluation of models for financing higher education. If the availability of higher education increases, it is understood that the model for financing is better because it allows greater opportunity to prospective students. Since the private sector does not have sufficient funds that could accompany the rising costs of education, funding the same becomes increasingly complex. That arises the question of the state and its participation in the cost of the educational process. Most will agree that education is important and deserves the support of the state, and that educated individuals do not create benefit for themself, but also for the wider community that the state represents. This is confirmed by the data which show that in most countries, education is funded just from the public sector. However, the question of how to determine the importance of each sector and the share of government involvement in it? The objective of the paper is to compare model of financing the education system in Australia as an example of synergy between the individual and the state. Considering the fact that successful individuals develop values that are essential for sustained success of society, the state offered a form of "temporary financing", aware that the development of personal talents and growth of each individual and the community grows. We will compare that model with Croatian model of financing of education, highlighting its features and drawbacks. The paper will also indicate the possibility to present how a model of financing Croatian students could be improved, focusing towards a more open model of financing while using the Australian model of financing higher education as framework.
