Sažetak
It is common to say that an organization is an ordered system that includes the objectives and functions performed by the organization as well as the resulting tasks, human resources (with their competencies, values, norms and motivations), and physical, financial and information resources, providing an orderly and efficient system of organization. It is such a design that all the components are internally integrated (Jonczyk, Wereda, 2014: 119). Such integration should provide organizational structure that includes optimal division of tasks between departments, active participation in making decisions within the department, providing clear tasks for each employee, and providing clear levels of excellent performance regarding each position. The efficiency of an organization will largely be determined by environmental aspect in which managers operate and achieve their managerial functions and roles. According to numerous authors that have been dealing with the environment it seems most appropriate to distinguish three types of environment: general environment, task environment and internal environment. In terms of organizational efficiency of public sector in Croatian organizations that operate in the transition areas, still insufficient attention is given to the organizational culture and ethics, but there is an elaborate system of internal control, employment is affected by politics, system advancement is not yet developed and training is insufficient and occasional. Employees evidently experience some difficulties in fulfilling their needs in terms of their inability to advance, non-stimulating income and poor compliance. This paper will present a research conducted in the organizations of public sector in Croatia (n=317), with the main goal to emphasize part of the research concerning the motivation of employees to carry out their tasks more effectively.
