Sažetak
The main goal of this research is to analyse budgetary characteristics, namely spending patterns, of large Croatian cities and to determine the extent to which the existing budgetary model can be used for effective financing of urban development in Croatia. Developmental capabilities and effects that large cities produce in social reality are also reflected in the area of public finances. Thus, particularly since the end of 1980s, one can observe the tendencies of a more pronounced and dynamic developmental role of municipal budgets. The concept of large cities was introduced in Croatia in 2005 with high expectations. At the time, the large cities were primarily seen as a sort of drivers of local development and of the further decentralisation process in Croatia (the decentralisation process in Croatia started in 2001, but, in short, until today the decentralisation remains “too slow”). The data obtained in the first budget analysis of large Croatian cities clearly showed that in the framework of the analysed budget model, development financing cannot be successful. However, it is possible to develop a model complementary to the existing budgetary model, taking into account sets of changes where development financing could have a better perspective. However, in 2008 Croatia was hit by a severe financial and economic crisis. How did large Croatian cities cope with the crisis? Were urban development expenses “sacrificed” for current, mainly administrative expenses and for a collection of “political points”? Can we talk about a unique budgetary, “spending” answer of large Croatian cities in times of scarce budget revenues? To test these propositions quantitative methodology was used. We carried out a descriptive analyses of 17 Croatian cities budget data in the period 2008- 2014 as well as correlation between the budgetary data and data concerning city size, number of public servants, local tax rates.
