Sažetak
The role of state administration in the prevention of human trafficking and in helping the victims of human trafficking is extremely relevant. The Ministry of the interior, as a part of state administration, plays a pivotal role in the struggle against human trafficking. Its role, because of the recent refugee crisis has become even greater in recent times. A possible consequence, because of the increased flow of refugees, is an increased porosity of state border, and, because of that, we will face increased possibility of undetected border crossing of people who deal in human trafficking. It is undisputable that quality border control is essential in preventing human trafficking. The Republic of Croatia, although not a member of the Schengen Agreement, is implementing Regulation EC 562-2006, as stipulated in our Accession Treaty. When a person is caught in illegal crossing of the border he/she must be arrested and put to procedures in accordance with the Directive 2008/115/EC. It is safe to say that effective border control is an important instrument against illegal migration, crime regarding people smuggling and human trafficking which are linked with illegal border crossing. Efficient border control should result in detecting the victims of human trafficking to whom, after detecting them, help must be provided. The legal framework which obliges the state administration regarding special and careful treatment of vulnerable groups is adequate, but there exist a need for education of border police regarding the treatment of vulnerable groups, because of their role in helping the victims of human trafficking.
