Sažetak
In Europe, a large percent of drinking water comes from groundwater, which rise new questions and problems relating to ownership, use, access, protection, and development of groundwater resources, especially in border areas where such water resources traverse international political boundaries. For protection of drinking water resources EU WFD foster establishing of special protection regimes, which are not yet fully implemented in all partner countries. As a result, there is a growing need for development of transnational policies and regulatory framework in order to avoid future disputes regarding water use among countries and maximizing beneficial use of shared water resources. In cross-border water resources management conflicts arise due to drinking water availability and pollution, which is mainly a consequence of lack of consensus between countries regarding crossborder water resource protection. All these issues are addressed in the cross-border DRINKADRIA project (Adriatic IPA programme) with an aim to develop a common methodological approach for efficient and effective cross-border drinking water resources management, with specific regard to sustainable long-term water demand and trans-boundary resources availability with regard to climate change and socio-economic aspects recognizing specific situation in Adriatic region. For this regional and national legislation was analyzed, regarding drinking water resources and drinking water protection areas, including measures. On basis of this, a proposal for improvement, guidelines and harmonization of regulatory acts for cross-border water resources protection and management has been developed, including common methodologies for delineation of water resources protected areas. Additionally the focus of the project are the cross border water supply systems (WSS) supplying water from one country to another. At the same time the water-supply domain in the area is challenged by: ageing infrastructure with high non-revenue water ; climate change issues and increasing water demand, induced by the tourism sector. The sector is also inducing high seasonal fluctuations in the water demand.
