Sažetak
Path dependency, from the very beginning, was playing a decisive role in the development of civic activities and the third sector development. As a key barriers and obstacles to the development of the third sector in Croatia we see a low level of active citizenship, mistrust towards civil society organizations and insufficient human resources and funding. Also key concepts as good governance, welfare mix and social innovations are still not recognizable in policy discourse. Europeanisation and participation of third sector organization in development and implementation of the policies can foster further development of the sector.
