Sažetak
A great number of irrigation and drainage systems were constructed and put into operation during the period of the socialist planned economies. Their efficient use was enabled by the consolidated land use, which was peculiar for the govering system. Just on the contrary, the agrarian reforms from the initial period of market economy gained fragmented and scattered land tenure.The letter is still problematic for applying large-scale production technologies, land reclamation and irrigation. Further, the irrigation and drainage systems are being violently destroyed due to carelessness of the governmental bodies and unawareness and lack of incentives for their stewardship and use. A serious reason for neglecting this equipment are also some design compromises in spatial planning within the irrigated and drained areas. The paper highlights some problems of reconciliation of land and water use in the irrigated and drainated territories. The goal is to propose ways for mutual improvement of land use and operational efficiency of the existing land and water use use efficiency. The paper focuses on design correctness, land consolidation and crop structure in the irrigated territories. Some legislation problems are discussed. The analysis is supported by some factsheets from Bulgaria, Macedonia, Montenegro and Croatia
