Sažetak
Experiences witness the potential risks, which in case of stronger budget discipline and substantial financial restrictions in the aviation operational area can have negative influence on the implementation of the safety standards, especially under the conditions of insufficient activity of independent inspection or dubious regulatory status of CAA. Therefore, the consistency of regulatory and oversight activities of CAA have to be provided in typical conditions of transition economy as well as safety monitoring either by the national transportation safety board or the safety surveillance by the authorised international aviation associations. In this context, with prospect to typical transition country, the establishment of EASA seems to be best solutions for international standards enrolment, but the problem of time required for the implementation of the unique European safety regulations and EASA regulatory authority refers directly to the issue of safety. Although “safety culture” is marked out with kaleidoscope of positive-mean terms like “non-punitive”, “voluntary”, “team oriented”, “affirmative attitude” etc, in transition environment the only way to set up the platform for “safety culture” development is the rigid oversight of international standards implementation.
