Sažetak
Croatia belongs to a group of European countries, which are in the process of political and economic transition. With the aim of integrating into the European Union, the development concept in the traffic sector, including also air traffic, has been oriented to the key aspects: strict separation of the functions performed by regulators and those of the operative, commercialisation/privatisation of service providers and efficient management of predominantly state-owned infrastructure. The necessary structural reforms represent potential risks for the air traffic safety, and they have to be planned and implemented with simultaneous introduction of the mechanisms for consistent monitoring of the safety level. The main problems in the Croatian air traffic system, which connote also the safety aspect of exploitation, refer to the administrative management (CAA), commercial/bussines management (Croatia Airlines, Croatia Control, airports) and legal frames of harmonising national regulations (adoption of EU references and JARs). The implementation of strategic air traffic development guidelines in Croatia, similarly to other transitional countries, is not just a question of political will but also of objective possibilities, mainly the availability of financial means and qualified personnel resources.
