Several research studies showed that the incidence rates of child abuse and neglect in Croatia are very simular to those obtained in USA and Eurpe. In one of the studies, the analysis showed the incidence of emotional abuse to be between 27%-28%, physical abuse between 16%-25%, child neglect between 11% and 17, 5%, while different forms of sexual abuse were experienced by 25% females and about 16% males. Unfortunately, many of the cases remained unresolved and dismissed without the proper treatment, because there were not enough professionals that could work with abused children and give these cases the priority. After 6 years experience in dealing with child abuse and neglect in Croatia, the NGO Brave Phone started an initiative towards the local government, Ministry of health and Ministry of social welfare to establish a governmental institution that would work systematically on the issue of child abuse and neglect, that would develop a successful model of case proceeding and form a multidisciplinary team of trained professionals. In December 2002, Center for child protection was established in Zagreb, with aim to provide effective and systematic help to traumatized children and families (abused and neglected children, families affected by war etc). Until September 2003, more that 800 children and families came to ask for professional help in the Center. The Center is consisted of 5 departmens: diagnostic, forensic evaluation and treatment ; education and training of professionals ; team work and supervizion ; scientific work and research ; public education, changing public policy and child advocacy. In the future, Center intends to offer some of it's services to the countries in the region depending on their needs. This would include: monitoring the process in the field of child abuse and neglect in the region ; facilitating cross country collaboration ; facilitating NGO and GO co-ordination and co- operation in the countries ; developing models of prevention and intervention in cases of child abuse and neglect applicable to each country ; facilitating exchange of experiences ; enabling adequate education of the experts ; enabling implementation of the different preventive projects ; organization of conferences.
