Sažetak
The phenomenological description of anharmonic quadrupole vibrations including third order terms has been reexamined. It is demonstrated that the smallness of cross-over (ΔN = 2) transitions can be maintained in the presence of large ΔN = 0 transitions which incorporate the quadrupole moment.
