Sažetak
Improvement of flight safety depends on the understanding of lectures learned from the situations in aircraft operations. The trend provided by a confidential incident reporting system is an example of a reliable indicator for understanding and identifying errors and risks. Most frequently in the transition countries a traditional approach or "blame culture" prevails. This means that humans are not allowed to make errors since otherwise they are sanctioned within the company or by the legal system. Such an attitude is the main barrier in the development of safety culture, identifying relevant causes and efficient prevention. The understanding of safety culture is based on the old Latin proverb "to err is human", and it requires transformation of the traditional blame culture into the truth culture.
