Sažetak
This article proposes possible effective and sustainable governance architecture of national qualifications framework (NQF) based on research of best global practices and taking into consideration national specifics and priorities. In a nutshell, respecting sectorial approach to qualification development and planning, Croatia already implemented in secondary VET, national educational heritage, financial constraints, often negative impact of NQF model that was borrowed or copied from one country to another and globalization challenges, three tier architecture model was proposed. It consists of: Ministries of education, labour and regional development and their agencies becoming responsible for execution (executive tier), National council for human resources development populated with relevant stakeholders becoming responsible for policy development (policy tier) and sectors skills councils (SSC) becoming responsible for qualifications and occupations standards’ content (professional tier). Interrelation between tiers (institutions and stakeholders) and demarcation of their responsibilities in order to achieve effectiveness, affordability and balance of stakeholders’ influence is explained, elaborated and critically observed through the article with critical reflection on immanent Croatian educational sector problems and capacity of NQF to become the overall reform solution as many expect.
