Sažetak
As in many countries, mental health is still not important question on public agenda in Croatia: research of mental health is not systematic, epidemiological data is not representative, existing infrastructure is outdated and policy is not effective. The purpose of this paper is to propose a new innovative model for the research of mental health policy. Authors propose a model that could be applicable not only for Croatia but also to other developing countries who still have to open a window of opportunity and involve relevant stakeholders in the mental health debate. Paper combines insights from psychology, prevention science and political science and is using public policy theories for out of the box and broad- spectrum approach to mental health issues. Holistic approach to mental health addressesheath policy but also other related social and multisector policies that determine state of the art. Croatian mental health policy research should contain two structural elements – researchof content dimension of policy and the research of process streams with actor analysis. Content dimension defines mental health policy as public health issue, its social consequences and positive mental health. Process dimension is grounded in the cyclic model of policy processfounded on J. Kingdon theory of agenda setting and D. A. Rochefort’s factors that affect the mental health policymaking. This model is suitable to the development of mental health research, investments in practice and policy in countries where mental health is not a crucial political issue. Authors will also recommend steps for interdisciplinary research that lead to the development of national policy for mental health and to the development of the practice. Croatian national strategy for mental health protection prescribes research as one important direction in its guidelines from 2011 until 2016 but there are no visible steps in that direction. Authors recommend usage of public policy analysis and methods to better understand policy for mental health.Analysis of content and process of mental health policy in Croatia shows that Croatia needs to invest in the multidisciplinary research: longitudinal research of positive mental health, epidemiology research covering specifics of disorders and risk and protective factors, in depth analysis of stakeholders involved in mental health field, research of mental health perception and research of implementation of the existing policies.
