Sažetak
The transmission power subsystem of the Istria region in Croatia is characterized by disproportion between production and consumption. The excess of electric energy is expressed during low consumption night periods in spring. Another critical period is daytime during summer touristic season characterised by high consumption. The traditional protection system based on SCADA measurements considers N-1 criteria only, with a focus on secure energy supply to the western coast of Istria region using the load shedding scheme in the city of Pula. There are recorded cases with simultaneous outages of two power system elements and for those scenarios the simulation reveals that the N-2 criterion is not satisfied. Due to relatively weak 110 kV links (3x150 mm2, transmission power of 90 MVA) of the Istria region towards its surrounding network, the outage of the 220 kV double circuit transmission lines Plomin - Pehlin - Melina, which is the main supply and evacuation route, would probably lead to the blackout of the entire Istria region. The paper presents the results of the power flow analysis for different scenarios in order to better understand the subsystem operation. The smart protection scheme based on the synchronized measurement technology is proposed in order to mitigate a partial or total power system blackout and to minimise the impact of disturbances to the power system operation.
