Sažetak
Sustainable urban and rural development and resilience are achievable by integration of energy, water and waste systems in appropriate manner. That requires significant change of the course from pursuing present sectoral patterns, interests, and policies. The paper analyses the aspects of such changes and proposes the solutions. Resource efficiency achievable does not only entail materials and energy, but also human resource. Ultimate accomplishment is the conservation of ecosystems and natural capital. The European Union proclaimed its initiative to achieve resource efficiency and Croatia should endeavour to benefit from this strategy.
