Sažetak
Institutional-normative and organizational ethical measures in Croatian state service were established after adoption of the Anti- Corruption Strategy (2008), but local self- government is lacking behind since very little was done in promotion of ethics and ethical standards. This paper aims to determine ethical infrastructure in Croatian local self- government (LSG) units. In this respect, the research includes three phases. First step aims to determine institutional-normative framework of ethical infrastructure in the LSG units through normative analysis of civil servants legislation, identification of LSG units that has adopted code of ethics/conducts and other institutional mechanism for the promotion of ethics. Further step intend to identify weather local units in Croatia have appropriate ethical infrastructure according to selected OECD categorization of ethical measures. Those are: political commitment to integrity, effective legal framework, workable codes of ethics/conduct, professional socialization of public servants, an ethics coordinating body, and an active civil society. For that purpose, indicators are developed. In third phase, recommendations for the improvement of institutional framework, organizational level and human potential management are developed.
