Sažetak
The object of this paper is to examine the possible link(s) between the Great Depression of 1929 and the rise of the authoritarian regimes in Balkan countries of Yugoslavia, Romania and Greece during the 1930s. We wish to examine this within the theoretical framework of the Institutional Economics. Institutional Economics claims that disturbances in the economic system often reflect themselves on the changes in the political system. We wish to research the impact of economic problems on political systems in the past and hopefully gain some insight to understand the present day problems. Present day economic crisis will probably not cause the major changes in the political systems, yet it will demand political systems to adjust in smaller or greater measure to economic changes. Studying the economic history of these countries is not without merit. Greece, one of the objects of our inquiry, is one of the EU member states, which are the hardest hit by the economic crisis, in its case due to the political mismanagement of the economy, which has deep roots (going to 1930s perhaps?). We intend to examine the impact of the Great Depression on these economies and in order to see how different governments tried to solve economic problems caused by the Depression. The economic problems these countries faced due to the Great Depression were more or less similar ones: fall in the domestic output, the fall in the exports of the primarily commodities (raw materials + agricultural products), which was in turn caused by the resurgence of protectionism, the rise in the unemployment with the fall in the foreign investment and the inability of the governments to indebt themselves in the foreign markets. All of these countries had more or less democratically elected governments and were parliamentary monarchies for the better part of the 1920s. Only with the economic problems which were caused by the Great Depression and the inability of the democratically elected governments to deal with these problems effectively did the right wing elements manage to capture the government and form the authoritarian regimes by claiming to be saving theses countries from the communist take over’s. We propose to use the Economic history and Institutional analysis in our research. Economic history will help us to identify the economic impact Great depression had on these economies, while institutional analysis will help us analyse the possible link(s) between economic misfortunes of these countries and the rise of the authoritarian regimes in them. Empirical data used for the period of the 1930s is available and we will concentrate on GDP levels, exports of these countries, unemployment levels and the public debt.
