Sažetak
‘Access to culture’ has been one of priorities on the EU cultural policy agenda in the recent years and it proves to be a complex issue tackled at EU and at national levels. In this paper we firstly analyse policies and instruments aimed at promoting ‘access to culture’ in Croatian cultural policy, and secondly, practices of specific cultural organizations. Although it has been noted that Croatian society has entered its postransitional phase (Švob-Đokić, Primorac and Jurlin, 2008) or the period of 'mature transition' (Tomić-Koludrović and Petrić, 2007), when discussing complexity of transition processes, parallel processes of continuity and discontinuity of the former systems have to be taken into account (Kalanj, 1998 ; Županov, 2002). This is shown through our analysis ; on the one hand policies regarding access to culture remain mostly implicit and revolve around traditional models connected to instruments dating back to socialism ; while on the other selected cultural institutions develop instruments for fostering it. However, this subject still remains relatively neglected in cultural policy (research) on national and local level.
