Sažetak
Recently, mutual dependency between public and private sector has changed considerably. Public sector is withdrawing from the production of goods and the provision of services, and is taking a more strategic approach in shaping contemporary society. It also generates optimal prerequisites for liberal economy. Traditionally, government played an important role in development of tourism and in promotion of tourist destination. This role is still important in developing and transition countries, while developed economies have less need for public sector support of tourism industry. For tourism to develop in a sustainable manner, appropriate juristic, economic, social, and other elements in government domain (i.e. public sector) are needed. Regarding Croatia as a tourist destination and bearing in mind the unquestionable necessity for cooperation between public and private sector needed for tourism industry to develop, public sector has particularly important role regarding capital engagement. An example of tourist destination Kvarner and the Master Plan for Tourism makes it possible to induce a focus area for public sector capital engagement in developing Croatia as tourist destination.
