Sažetak
The core characteristic of employment regulation in Croatia is division between fixed-term and regular employment as prescribed by the Labour Law. There is a high rate of collective bargaining coverage (61%) but there are big differences between public sector, where the coverage is good, and the private sector where the coverage is poor. The majority of collective agreements are single-employer agreements but their coverage is lower than coverage by the sectoral collective agreements. Fragmentation of the trade union scene and unity of employers represents an additional characteristic of collective bargaining. Weakening of social dialogue as an instrument in policymaking can be observed as a consequence of the economic downturn. Enactment of the Law on Representativeness (2012) introduces new criteria for representativeness of the trade unions and employers’ organisations for tripartite consultations, which have brought about merger processes among the trade union confederations.
