Sažetak
The paper aims to give the comparative analyses of relations between national civil security systems and citizens in 22 selected European countries, including Croatia. The communication between civil security system and citizens in this paper is primarily approached considering threats which include natural and man- made disasters, such as floods, wild fires, droughts, dangerous waste management but also threats that are specific for some of the countries covered by the analyses. The paper comparatively analyses three key dimensions of relations between the civil security system and citizens: expectations, information and education. It focuses on state-to-citizens expectations, namely formal responsibilities and legal obligations of the citizens regarding the civil security issues. On the other hand, it focuses on the public opinion reflecting citizens-to-state expectations. Another two dimensions that are in the focus of the paper relate to information on preparedness and response as well as education of wider community, including the awareness raising and activation of citizens. The frequency of using traditional information tools as opposed to new technologies for informing and warning or alarming citizens during crises is discussed. The paper also examines forms of voluntary citizens’ engagement in emergencies and types of civil emergency trainings. The analysis shows that the countries have organized differently relations with citizens and each system relates to citizens in a unique way. There are positive trends in citizens' perceptions, with evident differences between the old and the new EU member states. Among others, the research relies on the Eurobarometer surveys which were carried out in most of the examined countries but also on different types of surveys conducted on the national levels. The wider research which is a basis for this paper was carried out within the EU funded FP7 project “ANVIL – Analyses of Civil Security Systems in Europe”.
