Sažetak
The innovation capacities and innovation systems in WBCs are rather poorly analysed due to the lack of statistical data and complexity of innovation system. Some recent analyses point to the significant differences of WBC in overall development and research and innovation capacities. However, WBCs share many similar obstacles to innovation coming particularly from the similar pattern of transition, wrong growth model and excessive tertiarisation of the economy. In order to encourage innovation it is necessary to remove the main obstacles to innovation (corruption, inefficient government bureaucracy, clientelistic companies), consider re- industrialisation and more intensive regional innovation cooperation. The analysis reveals that the measures for regional cooperation should involve common funding mechanism for innovation, encouraging of large infrastructural projects, mobility of researchers and liberalisation of service sectors.
