Sažetak
The European Union has emphasised in many of its policy documents such as the White Paper and Action Plan on Urban Mobility strategic approaches and the integration of transport planning policies with other policy sectors like environmental protection, land use planning, housing, social aspects of accessibility and mobility as well as economic development. There is wide consensus that sustainable urban mobility planning contributes to a better quality of life and is a way of tackling transport-related problems in cities more strategically. Sustainable transport modes, which include cleaner vehicles and public transport as well as cycling, walking and intermodal modes such as taxi and car sharing, should play a major role in future urban transport systems. Different approaches to sustainable urban mobility planning exist throughout Europe. Some countries such as the UK (Local Transport Plans) or France (Plans de Déplacements Urbains) which were the first countries to introduce a legal framework that obliges local authorities to develop a Sustainable Urban Mobility Plan (SUMP) can be considered forerunners. However, SUMPs are a new or non-existent idea in other parts of the EU, including most notably the New Member States of Central and Eastern Europe. Croatia belongs to the countries which have been identified as only at the start of sustainable mobility planning. In Croatia, there is still no legal obligation for the adoption of SUMPs. Despite that some cities have begun to develop their SUMPs which represents a good basis for their expansion to other cities and the creation of a possible network of such cities. The paper will analyze SUMP status in EU and the possibility of introducing SUMPs in Croatian cities.
