Sažetak
This paper focuses on the role that civil society plays in the creation of youth policies in Croatia with a special attention put on the problem of youth participation. Youth political participation is one of those fields where there is a consensus of civil society actors – participation is desirable. Likewise European Union in numerous of documents promotes youth participation as a way of inclusion of young people in a society. Croatian government, as well, at least declaratory, supports measures that increase youth political participation. However, results do not correspondent those intentions and the question that rises is ; why is youth political participation in Croatia is remotely low?
