Sažetak
The aim of this study is to present regional inequality in distribution of income in Republic of Croatia. The goal is to show, by means of decomposition of Gini index, which population subgroups and which factor components of income are the one that have greatest influence on overall inequality of income distribution on regional level in Croatia. The analysis is carried out on two levels: level of statistical regions of NUTS 2 level and on the level of counties. The preliminary results show that, by decomposing Gini index by population subgroups, when grouping variable is county, much of the total inequality can be assigned to inequality within counties and not between them. Decomposing Gini index by population subgroups, when grouping variable is location, shows that urban and rural habitats are considerably different. Rural habitats have lower average income which is more unequally distributed than it is case in urban habitats. Results of decomposing Gini index by factor components of income show that statistical regions of NUTS 2 level and counties follow uniform pattern. In almost all of them, net salary and income from self-employment, are factor components of income that contribute the most to overall inequality of income distribution, while pensions and social transfers are factor components of income that contribute most to lowering overall income inequality. Results show that social transfers and pensions are well targeted and contribute to decrease of inequality in distribution of income. Although pensions and social transfers are very well targeted and are helping to substantially decrease inequality, sole differences in Gini index across counties that vary from 0.28 in Istarska county to 0.43 in Virovitičko-podravska county, may call for policy measures that would aim at decreasing inequality in distibution of income. Since one of the main goals of regional policy is even development of all country’s regions, observed variations may trigger the policy measures.
