Sažetak
The cities are considered as centres of prosperity, but the classical opportunities of cities as administrative, production, financial and cultural hotspots, can often no longer be taken for granted without questioning the present organizational and spatial model. With the transfer of production, but also of management and services outside of the city, pressure on agricultural areas grows, and empty spaces are created within the city. The response for re-use must take into consideration many factors, from environmental to social and economic. The system of organization of the city, increasingly self-referential especially when living in times of crisis, shows its inefficiency. With the fall of traditional industries and growing unemployment, the focus obviously needs to shift from a classic planning and organization approach to creative organization types that take into consideration new technologies, traditions, new types of consumers, work organizations... After an overview of the situation with possible impact factors, the focus shifts to analysis of the tools and processes that should be considered in order to guarantee sustainable and lasting development. The proposal briefly considers the reconnection of the city and its region, territorial requalification, creative and productive activities, necessary support institutions, contemporary sustainable economic approaches (incubators, investment options, property rights, collaborations, green and creative, open source, do-it-with-others economy…) and infrastructure. This approach will be briefly illustrated on the case of the incubator proposal for the City of Rijeka, Croatia. Once an important port and industrial city with a long history, in recent decades it has come to face problems similar to those of many other cities. The technological modification in the functioning of the port and abandoning of industrial production in the proximity, but also geological formation and prevalent building typologies, make the case exemplary of the problems faced in contemporary cities. The paper proposes a process and tools for analysis, evaluation and indicators for the sustainability of the proposal.
