Sažetak
Housing in Croatia is beset with many problems, as reflected in a dramatic fall in new housing construction, low housing standards, absence of any streamlined policy which would encourage housing construction, as well as ambiguous regulations governing this area. Before the transition period the housing sector in Croatia was largely state-controlled. Government institutions, organisations and building enterprises played a key role in planning and executing the housing projects. The state monopoly in this sector was exercised through a relatively centralised, institutional, administrative and financial system where access to housing was strictly controlled and where the distribution of flats was governed by current needs, not market requirements. Urban development and environmental considerations were also neglected. Now there is a chronic shortage of housing and a great number of households are living in poor tenancy conditions. After the political changes in 1990, housing was pushed to the sidelines of public interest, which has resulted in a series of social and economic problems, such as: (a) lack of housing for young families and thereby an increasing housing crisis ; (b) reduced labour mobility, especially to and within major urban areas ; (c) low rate of economic growth and employment in the construction industry and the sectors associated with it ; and (d) the housing scarcity has forced many young experts to leave the country. The situation in Croatia was greatly deteriorated as a result of war damage inflicted on the housing stock and communal infrastructure. Although the macro-economic development and the growth of income in real terms are highly relevant to further housing development, an accelerated transition in this sector requires policies and instruments at all government levels. In implementing the housing development projects in Croatia it is necessary to ensure co-operation with foreign partners – institutions dealing with the housing sector – in order to develop the housing system and to introduce the European housing standards. This summary is designed to encourage relevant foreign institutions to co-operate with the Croatian side, which should upgrade the housing sector in Croatia. 2
