Sažetak
The Republic of Croatia successfully, during the Homeland war, made the transformation of communist totalitarian in a democratic multi-party intelligence and security system. Largely, other necessary changes were made in order to impose Western democracy standards in the new ISS. Croatia has shown that, small ISS by number of employees can be extremely important to international friendly and partner, national and multinational ISS’s for fighting the challenges they faced in the SEE. However, to change completely the remaining part of the communist mentality, it takes more time because it is not a process that can be solved with a signature, but only with the long-term process, primarily by the educational system.
