Sažetak
The primary thesis of paper is that adapted concepts of value chain and value-net can be very useful for systematic evaluation of complex ITS benefits. In that context existed ITS benefits metrics are reviewed and relevant ITS stakeholders are identified. ITS valu-net is marked as a synthesizing framework for evaluating ITS projects and business activities related with ITS. ITS projects may be successful in provide a customized services which effectively and efficiency satisfy end-user needs and provide adequate benefits for relevant stakeholders.
