Sažetak
This paper analyzes implementation of IPA Programme and institutional framework for implementation of European Structural and Investment funds in Croatia. It indicates several concerns that are raised, especially the lack of administrative capacity and problems with the monitoring and evaluation processes. The paper indicates that target improvements should enhance the absorption capacity in line with the Strategy on Regional Development that should be followed by sustained and increased efforts required to develop a high quality and mature project pipeline for ESI funds. Also it specifies that special attention should be dedicated to the spatial coordination of the sectoral policies that are, in most cases, missing a clearly indicated regional dimension and that responsible bodies should show interest not only in the absorption criteria of EU funds, but primarily in the efficiency and effectiveness criteria.
