Sažetak
Starting from the statement that the two basic goals of transition are: a) development of market economy with the aim to increase global economic efficiency, and b) development of democratic society with the aim to protect and develop the basic human rights and freedom, the question is to which extent these goals have been achieved and what is the comparative position of individual countries, primarily Croatia.
Looking for an answer to this question this paper uses multicriterial analysis methods, primarily Analytic Hierarchy Process (AHP). The application of AHP requires creation of hierarchically organised model in which at different levels criteria groups are determined as well as their different individual intensities contributing to explanation of the observed phenomenon. In this case, all criteria are divided into two basic groups: socio-political and economic-financial. The former group comprises political freedom index and Corruption index, while the latter comprises GDP index in 1998 in comparison to 1989 (the last year of pre-transition period), GDP growth rate, GDP per capita, inflation rate, unemployment rate, current account of the balance of payments in comparison to GDP, as well as indices of intensity and conditions of foreign direct investments, i.e. cumulative FDI per capita for the period of 1989-1997, and evaluation of investment risk for foreign investors.
