Sažetak
The Congress has asked the Group of idenpendent Experts on the ECLSG with carring out a comparative ans scientific study to serve as the basis for drafting a report on the current state of regionalisation in the Council of Europe contries concerned. On the base of questionary, in replies given by the experts of each of the countries are on the topics: General trends in regionalisation ; Institutional and adminsitrative organisation ; Powers ; Financial autonomy, Supervision ; Relations with other tiers of government. In the Republic of Croatia counties are the units of regional self-government. It is just territorial vertical division of powers. In Croatia this tematic never have been on the scientific and political seriosly treatment. Althoug we have traditionality and real needs to resolve this policy, it concerns to problem of decentralisation with devolution which also never have been the subject of scientific study.
