Sažetak
Croatia has prepared its Energy Efficiency Master Plan in 2007 for the period 2008-2016 and its 1st National Energy Efficiency Action Plan for the period 2008-2010 in accordance to the requirements of the Energy Service Directive (ESD). With these documents, for the first time, Croatia has established a well documented and comprehensive energy efficiency policy. After three years of implementation, the 2nd NEEAP was prepared in the first half of 2011 comprising detailed evaluation of achievements. Its preparation was, inter alia, a valuable energy saving calculation exercise, which revealed strengths and weaknesses of the Croatian system for monitoring and evaluating overall implementation of energy efficiency policy. In the 1st NEEAP very rough ex-ante estimations of expected energy savings were performed, while in the 2nd NEEAP ex-post calculations were based on established bottom-up methods for specific programs and measures. The gap between ex-ante and ex-post energy savings estimations is significant and related to the precision of the evaluating method. Moreover, the top-down indicators as recommended by the European Commission were used to evaluate overall progress in energy efficiency at sector and national level caused not only by policy measures but by other economic and social trends as well. The results of calculation show significant differences in energy savings determined by top-down indicators and bottom-up methods.
