Sažetak
The project DIKTAS was initiated by GEF, UNDP and UNESCO-IHP in order to facilitate the equitable and sustainable utilization of the transboundary water resources and to protect groundwater dependent ecosystems in the Dinaric Karst region. A Transboundary Diagnostic Analysis (TDA) was performed with the aim to identify causes of environmental problems and threats in the region. The TDA includes: a comprehensive overview of the legal and institutional framework and policy in the region, including institutions involved in the management of water resources and in environmental protection ; legislation and regulations ; law enforcement ; water and environmental sectors financing ; international cooperation and challenges to water resources governance. It is confirmed in the TDA that the main problems are related to: harmonization of the water sector with other sectors, implementation of the IWRM principles in groundwater governance, capacity building for public administration and strengthening the role of public participation in taking decisions
