Sažetak
This course book is a result of a project implementation. Regional development and world's changes - process of globalisation ; process of differentination and integration ; process of transition. Regions as a optimal community in the sense of multi-level goverment. An autopoietic aproach, because very important is decentralization as devolution. Regional policy of the EU and the principles as subsidiarity, proportionality, accountability etc. also budgetary and institutional background od EU policy. Good governance is based on top management as international development management. It is necessary to find the way of scientific research, wspecially through cross- border university cooperation for international development. Crucial changes affecting good governance are: process of globalisation, processes of diferentination and integration, process of transition. Relevant theories are systematic theory, self-organizational theory and theory of autopoiesis. Exactly thanks to these theoriies we may recognize what is allopoietical and what is autopoiethical in the communal engineering.In the social developmen the most important is moral capital, then inelectuall and social capital, end physical and financial capital. Very important are the regions as a optimal multilevel of governments, with syneries between the local interest and state interest. It includes the natural development "bottom up", and at the same tie state development charactersitisied as "top down".
