Sažetak
River floods cause significant damage to many counties in the north-western part of Croatia. The public company for water management has been undertaking a lot of effort to monitor and predict the flood waves, onfortunately without much success so far. In our view, the main cause for prediction failures is not only the lack of information, but the missing link among the various sources of information. All data sources have to be spatially referenced to a single framework or geodetic datum. Thus, we planned to integrate the level gauges and other water level monitoring facilities into a unique reference frame applying the advanced surveying technologies: global positioning system (GPS) combined with an accurate model of the geoid, which replaces extremely expensive spirit levelling. By the integration of this dataset with remote sensing images of the area, the accuracy of currently imprecise digital terrain models would have been improved. Repeated measurements would produce an excellent base for a dynamical geographical information system (GIS) - a prerequisite for timely and efficient decision-making in flood hazard management.
International co-operation among neighboring countries is necessary,since many tributaries of Croatian flood-risky rivers flow from Slovenia, Hungary, and Bosnia and Herzegovina.
