Sažetak
Croatian service of foreign affairs was long years after independence very closed system. Even though first comprehensive public competition was announced in 1995, it was rarely applied in practice in years that followed. Not before 2002. public competitions had been announced and only in the case of trainees. The amendments to civil service legislation from 2005 introduced important advances for the purposes of adaptation to EU standards. For the establishment of civil service relations is necessary to meet the general requirements under the Civil Servant Act and the special conditions for diplomatic jobs (which are too loose and relatively modest). However, the obligation of public competition still doesn't exist in all categories of diplomats. Although certain progress towards professionalization and depoliticization have been made, it is necessary to further improve practice and legal institutions in various aspects. Career System which is based on the criterion of years in service is obsolete and formalized. It is necessary to tighten the conditions for obtaining diplomatic ranks and objectify the process of advancement, which is the responsibility of the Minister and therefore subject to politicization. The professional diplomats with high reputation in the service should decide upon advancement. The process of internal transfer should be objectified and the terms of transfer should be clearly defined. In the end , it is necessary to abandon the practice of political appointments of heads of diplomatic and consular missions and strive to complete professionalization of these duties.
