Sažetak
Since 1993, when a new system of territorial self-government was introduced in Croatia, the experience has shown time and time again that certain changes should be made in the local governance system. Due to political reasons, all national governments only changed certain operational and technical rules, but never made any territorial structural change. Croatia has 576 units of local and regional self-governments, which significantly vary in their size, population, fiscal capacity, among other aspects. In this chapter it is argued that the principle of subsidiarity would be a perfect solution for the problem, since the subsidiarity principle enables differences among units of the same territorial level. It is also argued that the impact of the current economic and fiscal crisis in the local government systems in numerous European countries should be taken into consideration by policy makers in the design of the local and regional governance reform in Croatia.
