Sažetak
Integrated water management as the basic approach to global action in the field of water policy has a relatively good framework in Croatia, due to its tradition and current water management. Organized watermanagement in Croatia based on regulated water law already started in the second half of the century. Hydrographic administrative units, a certain level of publiall tradic and user participation and inof stitutional and financial indepedence are all traditional characteristics of Croatian water management system. water as a common good is discussed in Croatian Constitution and placed under a special protection of the Republic of Croatia. The relevant legal provisions contain some of the basic preconditions of integratedwater man agement -hydrographic division into water districs and river basin districts, water management planning and operating at the level of hydrographic units, and water charges as economic instrument of cost recovery in water management. The application of the concept of integrated water management and implementation of the EU Water Framework Directive require certain changes and modifications at the legislative level, in particular with regards to the enfocement of legislation, and should also include the separation of competences, the strengthening of institutional framework and the role of the general public. to this and, the development of the national water management strategy is under way as a basis for the system improvement and the planning of water management activities in the following two decades. This planning document expresses general interests, needs and priorities of different sectors and fields in terms of water regulation, use and protection, while complying with the basic principles of integrated water management, and proposes potential measures for its improvement.
