Sažetak
The author in the article critically analyses current national drug strategy and drug legislation in Croatia paying special attention to adopted legal mechanisms within the Criminal Law. Criminal offences with respect to drugs are analyses in details and provided explanations for their amendments within the 2011 Criminal Code. Statistical analysis of drug offences on the national level in the period of 1998-2011 confirmed the high prevalence of drug abuse offences within the total crime. Further analysis of sentencing levels, prison situation and drug projects aimed at drug offenders’ resocialisation warned that repressive responses within the Criminal Law by itself are not sufficient for construction and implementation of a comprehensive national drug strategy and effective reforms. Additional efforts should be taken with respect to harm reduction services and drug abuse prevention especially targeting the treatment, prevention and reintegration of drug offenders after serving their sentence.
