Sažetak
In this paper we formulate operation and propose new operating guidelines at global power system level, based on the arrival of smart grids and improved ICT options for fast communication and control. In the new proposals the Transmission System Operator (TSO) mainly focusses on reliability and the Balance Responsible Parties (BRPs ; parties competing on markets) mainly on economy. The presentation discusses the challenges of grid constraints and low predictability of renewable production and consumption both for the ahead market and for real-time control. We will show that incentive-based control with prices as dominant control signals, is an optimal solution for dealing with grid constraints. Distributed solutions are to be preferred to cope with the size of the EU power system and to prevent public access to commercial sensitive data of the participating BRPs.
