Sažetak
In this paper we tried to explain the success of local governments by using as a starting point the resource-based theory and the theory of dynamic capabilities. We used the case study method with the aim of a more detailed examination of the dynamic capabilities approach within local self-government units with the purpose of having a clearer operationalization of this concept in the public sector as a relevant strategic approach. On a sample of six cities that are examples of “positive practices” we identified common processes that fit into the concepts of adaptive, absorptive and innovative capabilities which could be applied within other local self-government units through cooperation and experience exchange. These processes are about exchanging the knowledge, experiences and advices with other local self-government units concerning the best practices of each unit (benchmarking), networking processes and partnerships, as well as strategic planning processes.
