Sažetak
In centralized generation expansion planning system, themain goal was to ensure sufficient power capacity at the lowest generation costs and the highest possible level of the security of customer supply. Therefore, long term generation expansion planning was based on several key variables including: long term assessment of electricity consumption, characteristics of power plant candidates, decommissioning of the existing thermal power plants and data on outage due to undelivered electricity etc. The function of total investment costs and operation of generation facilities including outage due to undelivered electricity for each scenario shows a minimum for a certain power plant candidate's investment combination. In such a planning model, so-called least cost planning, total cost of generation capacity construction was optimized, LOLP (Loss of Load Probability) was calculated under assumptions on the VOLL level (Value of Lost Load). Opening of electricity market in its broadest sense includes operational unbundling of electricity generation, transmission and distribution as well as separation of development planning and facility construction in each of these three activities. This paper analyses the area of electricity generation i.e. long term development planning and construction of generation facilities as well as security of customer supply.
