Sažetak
The UN Convention on the Rights of the Child encourages governments, international organisations and non-governmental organisations to develop programmes towards the fulfillment of children's needs. The position of children in the Republic of Croatia is particularly burdened by the postwar situation. The new programmes "Towns/Districts - friends of Children" is first of all directed at the local community. The programme, in common with others UNICEF, has 10 points, each of them needs to be worked out individually, so that it may be achieved, and of course, evaluated. The main criteria of this programmes are: 1. Town/district must have a programme for the support, protection and development of children 2. Material contribution by communities for children 3. The role and contribution of societies for children 4. Children in the safe and healthy town/district 5. Children's health 6. Education and training 7. Social protection 8. Culture and sports for children 9. Children's leisure time 10. Children's protection from abuse and neglect
