Sažetak
When we speak about the notion of development, it is relevant to comprehend its full peculiarity in areas of various social sciences. In this paper, development is studied from economic and legal aspects on the level of counties. In order to do so, it is necessary to take into account as much development factors as possible. That way, development can be studied trough various quantitative, qualitative and complex indicators. However, in order to measure development, it is necessary to focus on certain quantitative economic indicators trough which we will be able to asses the level of development directly and compare development in regard to selected development elements among individual self- governing units in the Republic of Croatia. Comparison will be related to counties, because, in general, development indicators are not monitored on the level of self-governing local units.
