Sažetak
In the context of global, financial and social work crises it is very important to consider connection between these three types of crisis and to understand how these areas affect the everyday life of people and especially the persons with disabilities and their relatives. The question is how global crises influence local government policies and countries which are not the major players in the global political and financial transactions. The Republic of Croatia has during the last twenty years, in terms of its history, been going through the process of political, economic and social reform from the politic of socialism to neoliberalism. Croatia put a lot of efforts into the transformation process of existing institutions and services with the aim of developing a democratic social welfare system. The process of deinstitutionalization started, along with the right to independent living in the community with all appropriate support, for people with disabilities as part of local political agenda. The Croatian government signed and ratified the UN Convention of the Rights of People with Disabilities in 2007 and since then it became obligatory to include such rights in the country’s social and educational policies. But what is actually the context that shapes the lives of people with disabilities and their families in Croatia? The presentation will focus on the social context in Croatia that shapes the conditions of life, possibilities and quality of life for people with disabilities and their families. Through the example of a life story with a mother of child with intellectual disabilities, using a life history chart approach, the presentation will emphasize the significant events in the family life course and the positive and negative impacts of factors that determinate their quality of life. To develop an appropriate social welfare system for every human being it is very important to consider what people think about their life conditions and what is important from their perspective, so that a genuine human rights approach can really be implemented. We need to meet people with disabilities and their families, to listen to them and to make changes only in alliance with them, otherwise what do we really know about them and their everyday needs?
